Why did we form HL and provide necessary and important services?

Military munitions components like rocket fuel, explosives, perchlorates used in pyrotechnics, and other harmful chemicals of war can escape the ordnance that houses them. When that happens, they get into the atmosphere or leach into the soil and groundwater. This causes serious environmental hazards.

While UXO contamination on formerly used defense sites (FUDS) and active military installations in the continental United States and Territories maybe not be immediately threatening to life and property that landmines and other explosive remnants of war (ERW) in post and active conflict zones are, UXO and the components of UXO are extremely hazardous and should be avoided and reported to authorities.

Octavious Locklear and Terry Collins formed HL after decades of successful work at other large and small firms supporting the Department of Defense (DoD), Department of State (DoS), US Army Corps of Engineers (USACE), US Navy, and Environmental Protection Agency (EPA). Having worked with hundreds of UXO and EOD technicians and establishing an extensive appreciation of what UXO and EOD staff are looking for; they decided to formed HL expressly to provide jobs for UXO and EOD technicians (many of whom are veterans) and support firms and government stakeholders with qualified, competent, and safe manpower resources.
